Training is easy to cut because its absence is not immediately visible. The system still launches; the problems show up weeks later as low adoption and quiet workarounds.
A new system only returns value when people use it as intended. Without preparation, they fall back on old habits and the investment underperforms.
Training does not need to be large to work. It needs to be tied to the actual tools and processes people will use, not a generic syllabus.
